instack-undercloud uses deprecated create_default_deployment_plan workflow

Instack Undercloud creates a default plan [1] during the install using a workflow which is now deprecated [2] and to be removed in Queens.

We need to:
- Update instack-undercloud to use create_deployment_plan directly, with the "use_default_templates" set to true
- Once https://review.openstack.org/#/c/503296/ has merged, update it so that "container_images_prepare" is set to true as well since containers are the new default in Queens
- Remove the create_default_deployment_plan workflow from tripleo-common once this is done and merged
