Bug Description
The DVS agent references the "report_interval" under the DVS_AGENT family of configuration options. There is only a single configuration option in this family, "polling_interval". The upstream generic AGENT options provide the report_interval, so it should be used instead.

Fix DVS agent configuration
The report_interval configuration option exists for the common
neutron agent options, but not in the DVS_AGENT specific configuration
options. This patch references the common agent configuration option.
