limit significant figures

it would be helpful if the nnumber of significant figures could be limited
to say 3.

this makes for easier to read code, and in practice often has little effect
on screen perception.

some work was definately done in this area
perhaps it only went as far to clear out the insignificant zeros but if I
recall correctly it went further than that. i think bryce worked on it too,
assigning this to him in case he remembers how much progress was made.

leaving report open for now, should have more time to check the details of
this another day
i strongly encourage you to explore further and see if you can find it for
yourself

The option to reduce the number of significant figures (numeric precision) was added in a new preferences pane (SVG Output) for Inkscape 0.47: <http://wiki.inkscape.org/wiki/index.php/Release_notes/0.47#Inkscape_Preferences_dialog>
