Bug Description

ZMQ and Active Port Detection app try to bind to the same port.

Active Port Detection should detect that a multiproc publisher is already installed and running, and use it for pub/sub.

Reduced in priority. Workaround: Use etcd with etcd pub/sub, or redis with redis pubsub.

Fix should include removing 'multiproc' pub/sub, and using broker-only pub/sub mechanisms.

    Disable Active Port Detection when using ZMQ

    Currently Active Port Detection and ZMQ have port collision.
    This patch disables Active Port Detection when using ZMQ
    in our suggested local.conf
