Bug Description

Currently Neutron Service plugin definition in this environment file is:

  NeutronServicePlugins: 'router, networking_bgpvpn.neutron.services.plugin.BGPVPNPlugin'

And it should contain OpenDaylight's service plugin for L3:

  NeutronServicePlugins: 'odl-router_v2, router, networking_bgpvpn.neutron.services.plugin.BGPVPNPlugin'
