Network availability zone for network agents (system information) missing

For the compute agents and block storage agents the availability zone of each agent is visible. The availability zone for the network agents should be added.

There are some suggestions for a person who wants to implement this.

- The networking availability zone is available when 'availability_zone' neutron extension is enabled. When implementing this bug, the table column (Availability) Zone should be displayed only when the corresponding extension is available.

- In addition, the network AZ is only available for dhcp agent and router agent. For other agents, '-' (or 'N/A') should be shown.

    Routers can be created with availability zone

    When 'availability_zone'-extension is enabled, we present the user with
    a drop-down menu containing a list of available availability zones.
    This sets the 'availability_zone_hints' parameter on router creation.

    This patch adds the availability zone column for network agents on the system
    information page, if either the router_availability_zone or the
    network_availability_zone extension is enabled.
