Seems like nova-compute package is missing from the repository:-

I find these packages missing in openstack-extra-newton_4.0.1.0-55.tgz extracted from contrail-networking-docker_4.0.1.0-55_xenial.tgz of newton.

Whereas these are available in ocata and newton tgz extracted from contrail-networking-docker_4.0.1.0-41_xenial.tgz of ocata.

Contrail networking image from Ocata has to be used for all SKUs. i.e you'll need to use contrail-networking-docker_4.0.1.0-41_xenial.tgz instead of contrail-networking-docker_4.0.1.0-55_xenial.tgz

All non-cloud images has to be taken from LATEST SKU. LATEST SKU for Ubuntu16.04 is Ocata.
