I cannot find the panel to change the theme to Radiance in the new g-c-c 3.25.x.

The theme selector is deprecated and the new theme has no variants

I think there a dark variant of Yaru.

It's not shipped at the moment and dark variants are being handled not as different themes but as an option

To rephrase:

GNOME prefers people use the GNOME Tweaks app to change their theme. Currently, the Ubuntu Desktop team agrees enough with GNOME's decision on this issue to not want to try to override it in Ubuntu.
