Add a GUI to configure default units for all documents

Please add a way to specify default units for all documents to the
preferences window. I know that this issue has been reported before, and
that there is a solution. In my case, I set the default by

$ sudo nano /usr/share/inkscape/templates/default.svg

and edited this line

     inkscape:document-units="px"

to say ...units="mm"
Evidently, I could also have opened this file in Inkscape, changed units to
mm, and saved the file.

The problem is that this solution is not immediately recognizable! In fact,
it took me say 15-30 minutes to find this solution and save the desired
default value.

it to the requests section as I have admin rights.

[nobody], please do create an account and login. it is very discouraging
to spend time replying to requests if we cannot be confident people will
ever read the answers we try to provide.

You are techincally correct, this is a usability "bug" but the inkscape
developers long ago decided to do things a certian way. They (we) reserve
the bug tracker only for more severe bugs, things like crashes or mistakes
in the code in need of urgent attention. The bug tracker is not used for
features with poor usability or features which do not yet have a proper
graphics user interface (GUI) at all, it could be used that way as you say
but it just isn't.
Other projects do things differently but because of the way Sourceforge
provides seperate trackers the inkscape developers decided do things this
way.

I think this bug has been already resolved as there is a "Default units" box on the docs' preferences window. If I'm not mistaken it has been introduced in the 0.47 development span.

I'm going to set this as Fix committed. If the reporter thinks something has been left out, feel free to comment and revert the status.
