Reorganize UI when closing document [MDI]

Bug Description
Closing of document leads to closing of Inkscape...!?
I expect closing *document only*, not a program!
In addition, when closing document, make all toolbar
inaccessible until opening other document.

Every Inkscape window is a document. We don't have a "main
window" that would stay open. Besides Inkscape starts up
pretty fast, so opening it again is not really a problem.
What you seem to request is called MDI (multiple document
interface), we have a RFE for that but it is not likely to
be implemented soon. So I'm closing this as a duplicate.
