Please sync gnome-dictionary 3.25.90-1 (universe) from Debian unstable (main)
Explanation of FeatureFreeze exception:
The new version switches to the meson build system and drop libgdict. The library has only one reverse dependency: gtranslator has an optional plugin that is supposed to embed the dictionary.
gtranslator is basically unmaintained. That plugin was dropped from git master years ago.
I hesitated packaging the new version because of the library removal but it looks like there is no objection to removing the library in Debian.

Since 3.25.90, there is one major code change: to switch the manpage source from troff to XML for easier maintainability.

now in proposed, I don't think this was a new feature, and I don't think dropping a dependency is considered a new feature too... anyway, it was a really border line case, lets hope release can clarify if needed
