combine new document/document format lists

Bug Description
The menu File=>New
and
Document Properties => Format
don't have the same list.
Could be good to unify them.
The list could use .inkscape/templates files
or have to separate listes :
Format (only format size and some useful information)
Template (with grid and other predefined elements)
The File=>New could call document properties window ?
or something like:
File=>New=>
Default (std A4 as today)
Choose document => open document properties.
Template => open template chooser (with previews ?)

I don't remember what list there was in 2006 for File->New, but in 0.48 is still different from doc preferences because one list is not trying to mimic the other. File->New offers templates, while dic preferences offers paper formats.
