Gnome settings for primary/secondary monitor are not working

Bug Description
Fresh install of Ubuntu 17.10 (laptop + external monitor).
Running "Settings → Displays → Primary (or Secondary)", all the options:
- Primary
- Secondary Display
- Mirror
- Turn Off
are not working.
Also "Arrange Combined Displays" is not working.

I'm experiencing this on my laptop and hooked up to an HP 22cwa 1080p monitor. In settings>displays selecting an option is alright but its like the buttons are dead and the logic behind the gui isn't doing what its supposed to. Tried reinstalling gnome-control- center and nothing.
