Gnome settings for primary/secondary monitor are not working

Bug Description

Fresh install of Ubuntu 17.10 (laptop + external monitor).

Running "Settings → Displays → Primary (or Secondary)", all the options:

- Primary
- Secondary Display
- Mirror
- Turn Off

are not working.

Also "Arrange Combined Displays" is not working.

I'm experiencing this on my laptop and hooked up to an HP 22cwa 1080p monitor. In settings>displays selecting an option is alright but its like the buttons are dead and the logic behind the gui isn't doing what its supposed to. Tried reinstalling gnome-control-center and nothing.

Same symptoms but HP EliteBook 8460p with an Samsung external monitor connected via DisplayPort.

When pushing "Apply" to rearrange the displays the following appears in syslog.

`Sep 5 11:39:43 myubuntu gnome-control-c[2912]: Error applying configuration: GDBus.Error:org.freedesktop.DBus.Error.UnknownMethod: Method ApplyConfiguration is not implemented on interface org.gnome.Mutter.DisplayConfig`

This issue is probably a duplicate of https://bugs.launchpad.net/ubuntu/+source/gnome-control-center/+bug/1714410 or it's at least related.

Thanks, I've marked the report as duplicated of Bug #1714410.

Hopefully this bug will disappear once the new Gnome Settings will be updated to the new version https://bugs.launchpad.net/ubuntu/+source/gnome-control-center/+bug/1714410/comments/4
