Bug Description

If I deploy e.g. Ocata with ceph-radosgw in HA related to HA keystone and the identity settings are not provided by the first unit, the rgw will fail with e.g. http://pastebin.ubuntu.com/25464771/ because it always uses the settings from the first unit.

    Ensure required keystone settings available

    When setting up keystone certs we must validate whether the
    settings we require are available before called the keystone
    client.
