switching apps in activities overview with keyboard not consistent

Bug Description
When you press super key, activities overview with windows of opened applications comes up. When you want to switch to the next app via keyboard, you should just press one of the ARROWS (on keyboard) and ENTER, but the problem is that you have to first press the DOWN ARROW BUTTON for the overview to register that you are pressing arrows...
