System shortcut to change keyboard layout conflicts with third-party apps's shortcuts

Bug Description
For example, set keyboard layout changing shortcut to CTRL + SHIFT combination. Then in Firefox close one tab and press CTRL + SHIFT + T. It is Firefox's shortcut "Undo close tab", but nothing will happen. Then set keyboard layout changing shortcut to ALT + SHIFT combination and repeat actions in Firefox - its shortcut is working now.
Another example: PhpStorm has shortcut ALT + SHIFT + UP to shift lines of code up. If keyboard layout changing shortcut is ALT + SHIFT combination, that PhpStorm's shortcut will not work (it will receive just ALT + UP combination or SHIFT + UP combination). But system shortcut CTRL + ALT + T to open terminal window will work.
I use Ubuntu Mate 17.04 and Firefox 55.0.2 (64-bit).
