+activereviews page could use a per-project description setting

Bug Description

We have two sections there (currently as *I* look at it, logged in as me):
- "Other Reviews"
- "Work in Progress"
What these sections mean isn't really obvious for casual committers to projects. I'd like to have a description at the top of the page that I can say "Work in progress" branches need to be set to "Needs Review" to get the attention of the development team. Or any number of small process related notes.
