swapfile did not start after installation

Bug Description

Ubuntu Budgie 17.10 32bit

Test case "Auto Resize"

During installation I chose to encrypt my home-folder, install all updates and 3rd party non-free codecs.

I noticed during boot there was a Failure of the Swapfile

on login I ran

systemctl status swapfile.swap

The showed:

● swapfile.swap - /swapfile
   Loaded: loaded (/etc/fstab; generated; vendor preset: enabled)
   Active: failed (Result: exit-code) since Wed 2017-08-30 12:00:50 BST; 4min 0s ago
     What: /swapfile

I have the same issue on 17.04... follwed the manual create swapfile on this site.
https://wiki.archlinux.org/index.php/Swap#Swap_file
removed the old one, and then created a new one.

could the swapfile just not be created during installation?
