Bug Description

Since https://review.openstack.org/#/c/435933/ merged, devstack-gate doesn't provide ovs_vxlan_bridge function anymore which is problematic since TripleO Quickstart relies on this function to create networking on multinode jobs.

It makes all multinodes jobs managed by quickstart failing.
