[2.x] When adding a custom image filetype needs to be overwriten when it could be determined

Bug Description

When adding a windows or ubuntu core image, we always have to specify the file type. However, we know that windows and ubuntu core will always have a default format that's different from 'tgz'. As such, we should default such format
