Object/Group specific grid settings

Bug Description

With block diagrams and schematics, one will need to
edit details of individual symbols on a high resolution
grid, and yet keep all the symbols aligned on a coarse
grid.

It would be useful to be able to set a local grid
spacing for an object / group of objects, so that you
would not have to change the global grid settings each
time you want to edit the details of a symbol.

An extension of this idea would be to have an option to
ensure that the local grid overlaps all of the global
grid points (i.e. the local grid spacing must be equal
to the global spacing divided by an integer).

This would be complemented by the following RFE, which
requests the ability to set a single grid anchor point
for an object / group of objects.

What's wrong with the current behavior where objects snap
only to the visible grid lines? I.e. you zoom out, so that
only every 10th grid line is shown, and you can snap only to
this coarse grid. If you want more precision, zoom in, and
you will see the previously suppressed grid lines down to
any depth you set, and you will be able to do a more
fine-graied snapping.

Ok, I was using Inkscape 0.43.

After trying out this feature in 0.44pre3, I can see it
helps a lot with drawing schematics.

I can still see some advantages to having local grid
settings for groups of objects...

(By the way, I wouldn't see this as a change to the current
grid behavior, just an enhancement that can be enabled when
required)

* If you move the group off the main grid, then you would
not have to move it back if you want to edit it.

* If you change the main grid spacing, then without local
grid settings, you would need to remember what the original
grid settings were if you need to go back and edit the group.

* If you scale the group, the grid settings could scale with
the group
