Lubuntu 17.10: impossible to update languages

Despite I've got Lubuntu today's version (update 2017-08-27), I cannot update to French some applis still in English

(all the following is an approximate translation, because these parts are actually in French)
I go to: preferences > languages update
- 1st windows in response: languages not completely installed
- 2nd windows in response: impossible to install languages completely
- 3rd windows in response: you are not authorized to perform this action

if I click on details, I can read the following:
org.freedesktop.PolicyKit.Error.Failed: ('system-bus-name', {'name': ':1.86'}): org.debian.apt.install-or-remove-packages

So for example, Libre Office is in English instead of French

Same issue w/ another laptop more recent (2016) and more powerful i5-6200,
RAM = 4 Go.
And also 64 bits EFI instead of 32 bits MBR.

So it's a general problem of this Lubuntu 17.10 which is not released yet,

Still not possible to update the language. I've got a part in French and a part in English (not very clean)!!
as of today october the 1st 2017 after update and upgrade
