Adjust Icon For Moving Guides

I think there should be an icon that appears when you
attempt to adjust the position of the guides and
maybe also adjust the tolerance of the snapping of
the cursor to the guide (lets say the distance in
pixels from the cursor to the guide) so it's easier
to select the guide to move it because it's kinda
hard to move the guidelines once in place. Right now
you have to put the cursor precisely over the line in
order to select the guide to move it. And the cursor
tolerance adjustment seems to work for objects but I
couldn't find a way to adjust it for guide moving.

you can double click on a guide to open a dialog allowing
you the enter a new position or translation to the guide.

this request sounds very familiar

there was a previous problem with the target area of a guide
being too small where I suggested the visible size remain
the same but the invisble target area be made a little wider
to offer more tolerance and make it easier to hit.

the mouse cusor in Inkscape always looks like an arrow but
in other program it changes to a hand type icon when hovered
over a guide.

might be better to have just one setting for both

Drawback of the change in r11806: the new pointer symbol is centered at the current pointer position and thus tends to "hide" the details of the snap target below it when trying to precisely position the guide with snapping (at least on OS X, tested with both backends of GTK2 and GTK3, and even more so on Ubuntu 12.10, with default cursor theme).

(Note: this also used to be the case for the select tool cursor symbol in older versions, and IIRC it was among the main reasons why the cursor symbol was changed in 0.48 to use a custom combined version: arrow + symbol).

Yes it does indeed. Changed to the "pointing hand" symbol in r11807 should improve the visibilty.
