Missing formats in Region & Language settings

Bug Description

In Region & Language settings "Lithuanian" regional formats are missing.
I can install Lithuanian language support from "Language Support" settings and select regional formats there. Then Region & Language settings shows that I have "Lithuanian" format selected, but it is not listed in format options.
Running recent daily build of Ubuntu 17.10 in Live CD mode.
