wrong keyboard localization when entering the password

Bug Description

When you enter the new passphrase in the ubuntu installer, the keyboard is still in English localization. When you enter it in the fresh installed Ubuntu, then the configured localization is in place.

Quite, this is a duplicate of https://bugs.launchpad.net/ubuntu/+source/ubiquity/+bug/1047384 which I hope will be addressed before the next LTS.
