Non Organic Offsets

Bug Description

Currently it seems as if the current offset technique
is a very simple one, basically replicate a circle
along the edge of the vector at a radius of $OFFSET
and then draw a path along the outside of that circle.

The problem with this is what it does when it meets a
sharp point.

Another problem with this technique it seems, that if a
large enough offset is made, everything eventually
boils down to a circle.

Often a user, in the course of his offset, will want a
sharp point to be replicated in the offset copy of the
image.

So for this, I suggest it would at least be nice to
provide at least another mode of offestting, with the
ability to use "legacy" inkscape offsetting if the user
wants that.

+1, I like this idea, the described behaviour is more
usefull than the one Inkscape uses now, as it keeps the
overall shape of the object

Also, a good idea would be the possibility to select the
points (sections) that has to be "simplified". Corel has
such a behaviour, I can attach screenshots if needed.
