[Mainline/Mitaka] Ping between floating ip not working

   In latest CB mainline build 28, FloatingipBasicTestSanity.test_floating_ip testcase is failing as ping between floating ip not working

This issue is seen only when encapsulation priority has VxLAN as the highest in the priority order.

it is happening with MPLSoUDP encapsulation as well.. and only happening if the source and destination is in different nodes

* Publish EVPN route for FIP with correct vxlan id

If IP is floating-ip, EVPN route were published with invalid
vxlan id, fixing the same.
