Bug Description
After a commissioned a machine, I noticed that a tag that I had previously manually added got removed. It seems that commissioning may be resetting the tags or someothing else changes that does provided that commissioning automatically adds the 'kvm' tag.
1. Commissioned a machine 'virtual' tag was added.
2. Added a new tag 'switch'.
3. Re-COmmissioned machine, 'switch' tag was removed, but 'virtual' exists.
