Bug Description

Redhat director provisioning not configuring quota driver information in neutron.conf

This issue noticed in R3.2 as wells as in R4.0

[quotas]
quota_driver = neutron_plugin_contrail.plugins.opencontrail.quota.driver.QuotaDriver

this code is in contrail-tripleo-puppet in branches newton and in ocata.
