Use Ghostscript for EPS import

Bug Description

Scribus uses Ghostscript + plus a special import.prolog
file to convert EPS/PS files into native Scribus
objects which are then editable.

This concept could be adopted to give very high quality
EPS import into Inkscape, which would then leave those
objects fully editable after import.

Potential issues:

1) Many EPS files are in CMYK, so either Inkscape will
need to support CMYK internally or b use lcms to assist
with CMYK > RGB mappings - otherwise there will be
dramatic color shifts in some cases.

2) We have found detecting GS somewhat tricky on Win32.

3) It really works best with GS 8.50+
