On some systems, install-guide landing page seems broken

Bug Description

With some combinations of operating system and browser, the landing page for the pike install-guide does not work.

"Does not work" meaning: none of the text fields change color when I hover over them and clicking on them does not have any effect (if they worked, I would be taken to the destination web page). Other than that, the pages look the same. Clearing browser cache and cookies did not seem to make a difference.

Non-working combinations:
- Firefox 55.0.1 on Linux (Fedora 26)
- Chromium 59.0.3071.115 on Linux
- Chrome 60.0.3112.90 on macOS
- Chrome 60.0.3112.101 on Windows 10
- Chrome 60.0.3112.101(?) on Windows 7

All other combinations of browsers and operating systems I tried did work.

All operating systems and browsers are, to the best of my knowledge, up-to-date. The test machines are all workstations, professional, and private laptops used for different purposes. That is, they are unlikely to be environments that are all broken the same way. However, they are _not_ clean installs.

The only one that's weird is I'm also on 60.0.3112.90 Chrome on macOS and it is working just fine.

Approving this bug, since we're at odds here and it's very clearly an issue for you and we need toe ensure this isn't an issue for others too!

The Chrome browsers have no special extensions loaded (other than the default Google Docs extensions bundled with the browser).

It's getting weirder still. On Chrome/Win10, the bug disappeared when I opened the built-in Developer Tools. It seems to have disappeared permanently for that combination of browser/OS.

So I tried the same thing with Chrome/macOS. In a tab with the Developer Tools open, the bug is gone; all elements highlight correctly. But at the same time, in another tab of the same Chrome window, the bug is still there.

So, we experienced this bug on Petr's computer at the PTG in Denver.

I don't know how to replicate this, and I don't know how to fix it either :/

Another data point: the Ocata version worked fine, the problem started only with Pike.

This Ocata page does _not_ have the problem:

This very similar looking Pike page _does_ have the problem:

Is this bug still valid? I do not see any issues with the latest version of the chrome browser.

I tried opening the links to pike install-guide , with below combinations of chrome browser and windows OS.
Link works fine and also all the sub-links on the pike install home page.

- Chrome 70.0.3538.77 on Windows 7
- Chrome 70.0.3538.77 on Windows 10

I'm not entirely too sure of the validity of this bug anymore. It's been open for a long time and we haven't had any other complaints.

I know that's quite a compliant attitude, but other than on Petr's computer I haven't been able to replicate.

Vinayashree - feel free to go ahead and see what you can discover. Call it a fact-finding mission. If you find nothing (including all the releases) then I think we should close unless this comes back up again.

I can fairly remember on an issue with docs.o.o during the Denver PTG 2017. Now, 2 years later we're again here. openstackdocstheme and Sphinx got several updates and I can't reproduce it. Due the team retirement I would close the bug for now. Feel free for open a new onw if the error still occurs.
