Bug Description

After adding concurrency setting, we need to append all shell arguments to lower-level test script. Without it, the non-interactive shell will fail on in about missing virtualenv.

Fix kube-manager test running from scons

In order for scons not to fail when running tests in kube-manager, we
need to append all shell arguments to lower-level test function.
Without it, non-interactive shells will fail when asking for a missing
virtualenv creation.
