Bug Description
kolla_logs folder is not collected in gate. The root cause is that we check the folder by normal user which do not have permission.

Fix wrong permission check for kolla_logs folder
kolla_logs is only accessed by root. So use sudo when checking whether
kolla_logs folder exist.
