Bug Description

When we added the patch https://reviews.mahara.org/#/c/7453/11 we added a new file called htdocs/view/accessurl.php which seems very similar to htdocs/view/urls.php

And from my initial looking it doesn't seem to be used anymore
Do we still need it?

When we go to Pages and Collections
and for a page select the lock icon on the bottom left corner
we have the 'Manage secret URLs'.
That link takes us to view/urls.php

We also have the 'Manage access' link, that takes us to
view/access.php

We use view/accessurl.php to conbine access and urls when editing a view
but we still need the old ones.

I guess we could have for each view in Pages and Collections a 'Manage access and urls' link that takes us to accessurl.php instead of the 2 we have now, if we want to have only one file for all of it.
