gate job to test multi-node scenarios

We need a networking-ovn multinode job to test
1) basic connectivity between vms across nodes(test tunneling). This will need at least 2 nodes.
2) L3 HA. This needs 2 gateway chassis and one compute chassis, so at least 3 nodes.
3) Also to test (if possible) multi-server+worker journaling
So we need a job with 3 node setup, with new tempest tests for above scenarios.

We already has one non-voting tripleo job gate-tripleo-ci-centos-7-scenario007-multinode-oooq-puppet-nv. We can enhance this to 3 nodes and then can have new tempest tests in this job.
