after I2353bdcbe5d9b77fd1d5941bc672d5bab53717ef
our devstack plugin uses $NEUTRON_CORE_PLUGIN too early, even before lib/neutron, which sets the default value of the variable, is sourced.

devstack: Avoid using $NEUTRON_CORE_PLUGIN too early

    After a recent change [1] our devstack plugin uses
    $NEUTRON_CORE_PLUGIN too early, even before lib/neutron,
    which sets the default value of the variable, is sourced.
    This commit moves it to a later phase. (run_phase source)
