Access and Security tab missing in Horizon on DevStack Pike

Horizon is missing the Access and Security tab.

If you go to Project -> Compute there are four tabs: Overview, Instances, Images, and Key Pairs. I looked around other tabs, no BUI way to update access rules.

Unable to SSH into instances without this rule.

I was able to update via CLI using:
openstack security group rule create --ingress --dst-port 22 <UUID of group>

My system:
DevStack Pike running on Ubuntu 16.04 (as well as RDO Pike on CentOS 7)

Security groups panel can be found under Project > Network > Security groups and you can manage rules from there.
