Bug Description

Detailed bug description:

The documentation pages for Fuel that should be @ https://docs.openstack.org/developer/fuel-docs/ are missing.

This URL is provided at https://www.fuel-infra.org, and at https://docs.openstack.org/ocata/projects.html, and as far as I can tell, this leaves Fuel completely undocumented for anything post 9.2 (Mirantis documentation). This is making it quite difficult to deploy Fuel 11, as we're mostly running on guess-work.

The link to documentation provided @ https://wiki.openstack.org/wiki/Fuel#Where_can_documentation_be_found.3F is different to the above, but also results in a 404.

Steps to reproduce:
Go to https://docs.openstack.org/developer/fuel-docs/

Expected results:
See documentation

Actual result:
HTTP 404

Workaround:
None found yet

Impact:
Lack of access to documentation makes deployment of fuel extremely difficult.

Since Fuel was removed from the OpenStack big tent, all Fuel docs are now published at https://docs.mirantis.com/fuel-docs/mitaka/index.html.
