GUI for startOffset attribute of text path

An interface for the startOffset attribute of svg
textpath elements. An on-canvas interface, dragging the
text along a line would be cute, but a simple slider in
the text dialog would be simpler.

I vote for the cute on-canvas interface, if its not too much trouble. And
something that doesn't crash the program and flip wildly all over the place
like Illustrator.

Along with startOffset, the other thing I adjust all the time is the 'dy' (of the tspan nodes) to lift the text off the path a little bit.

Added simple control to text dialog in revision 12270 to adjust startOffset.
