Bug Description
MAAS currently monitors services by asking the init system what the current status of the service is.
Bug #1710278 describes a case where the bind9 service is up and running from the perspective of the init system, but in reality deadlocked.
MAAS should test the service in a more accurate way: by issuing test queries to the DNS server and validating that the expected response is returned.
For more complete data, MAAS rack controllers should also issue test queries.
