nova.conf patching parameters not configurable

Few of the available configuration options for nova.conf are related to monkey patching. Though these parameters are available, these are not configurable using puppet-nova. The monkey patching parameters allow patching a decorator for all functions in specified modules. The parameters are disabled in nova.conf
