please sync 2.08-1 from Debian

Bug Description

The only functional Delta we have left atm is
  "Use correct compiler when cross-building."

But in a recent upload that got accepted to Debian
  * Add cross-compilation to debian/rules (Closes: #695148)

Therefore this should now again qualify as a sync
