Bug Description

Back in the "good" old days of Dojo staff interfaces, we had a widget that allowed translation of strings entered by users that live in IDL fields marked with i18n='true'. We should bring that back.

It should be easier with Angular than it was with Dojo. I'm imagining a custom directive that can be attached to an <input> or <textarea> element as an attribute (or 3) that would check the field for xlate-ability and put an icon next to the text box that, when clicked, would bring up a translation modal with existing translations for the field, and allow the addition of more.

Making use of this in the fieldmapper object editor would knock out many translatable strings right off the bat.

This exists in Angular (thought it could definitely be applied to more strings) - see screenshot for widget.
