rhel fails to install packages

Bug Description

cloudinit/distros/rhel.py is missing an import.

adding import os to the file fixes the issue.

cloud-init 0.7.9

Hi James! Thanks for taking the time to file a bug.

I took a look at the current cloudinit/distros/rhel.py [1] and I do not see any commands attempting to use os. git blame shows this code was refactored at the end of last year.

I think if you use a newer version of cloud-init it should work! If you are interested in trying, you can give cloud-init from COPR a shot [2]. Otherwise, you may need to get the version of cloud-init updated in your image.
