Quickstart ovb config have incorrect InternalApiNetCidr

Bug Description

OVB creates an internal_api subnet with cidr 172.17.0.0/24, however the following tripleo-quickstart-extras config files specify 172.20.0.0/24

  config/general_config/ovb-ha-multiple-nics.yml
  config/general_config/ovb-minimal-pacemaker-public-bond.yml
