Cannot create network in the admin/networks panel without creating a subnet

Bug Description
How to reproduce this:
In master(pike) horizon,
Go to Admin dashboard and networks panel
Click Create a network, give your network a name, select a project and clear the "Create Subnet"
Click Create button and you should not be able to proceed.

I just tried to reproduce this issue. This happens when selecting a provider network type which has physical network and segmentation id fields hidden.
