Bug Description

Juju crashes when bootstraping the cloud
* juju installed via juju/stable
* controller is localhost
* cloud created via 'juju add-cloud os_juju_test'

This is a problem in Juju where the add-cloud command accepts a cloud name with "_" characters in it, but later on during the bootstrap process, Juju rejects that same cloud name as being invalid.
We'll get a fix done for the 2.2.3 release this week.

Thank you for fixing it. You should maybe mention in the docs which names are allowed, because normally a-z and _ work.
