python-networking-bagpipe breaks ci when in ZUUL_CHANGES

The RDO python-networking-bagpipe package is currently broken so anytime a change is merged it's affecting any jobs in the tripleo-ci queue gate. For now we should probably just exclude it.

    Exclude networking-bagpipe from dlrn

    The RDO packaging is currently broken and we don't actually test this in
    CI. So let's exclude it from the changes that could be built to stop it
    from failing CI.
