container upload fails often on docker.io pull

Bug Description
Remote repositories like docker.io have frequent pull failures, and a single failure will cause "openstack overcloud container image upload" to fail.
A decent proportion of container CI failures are due to failures in pulling the containers from docker.io.
I think remote pulls need to be more robust, and this could be achieved by doing the following:
- change the pull/push logic to do all of the pulls first, followed by all the pushes
- add some retry logic to pulls to tolerate some failures due to network and remote registry reliability
