Bug Description

Since https://review.openstack.org/#/c/489033/ was merged, running `blazar lease-create --physical-reservation min=1,max=1 test-lease` fails with the following error:

    string indices must be integers

I believe this happens before any contact with the Blazar API. Reverting https://review.openstack.org/#/c/489033/ fixes the issue.
